Ask most shippers how much it costs them to send a package, and they'll tell you the discounted base rate. Ask how much actually left their bank account, and the figure is usually 40 to 80 percent higher.
That gap widened in 2026. According to the TD Cowen/AFS Freight Index released on October 13, 2026, the ground parcel rate per package is projected to end the fourth quarter at a record 43.3 percent above the January 2018 baseline, up 5.8 percent year-over-year and 3.2 percent quarter-over-quarter. The express index stands at 20.3 percent, up 13.8 percent year-over-year, and is on track for a record fifth consecutive quarter.
Here's how to calculate your actual cost per package, where the money is being lost, and which factors actually drive the numbers. All figures below are approximate and vary by contract, service level, and carrier agreement.
Why the Base Rate Stopped Telling You Anything
Three factors have caused the published rate to differ from the invoice total.
Fuel. The average fuel surcharge rose from 7.75 percent of the transportation rate in Q1 2021, when diesel was $2.91 per gallon, to 30 percent in September 2026, when diesel was $6.53. The key point: nearly three-quarters of that increase came from carriers revising their surcharge tables, not from pump prices. Even at 2021 diesel prices, the surcharge would still be around 23.75 percent today.
The general rate increase. FedEx applied an average GRI of 5.9 percent effective January 4, marking the fourth consecutive year at that level. Light parcels saw a larger increase than the average: one- to five-pound packages rose by nearly 6.5 percent, and the ground minimum charge increased to $12.70, a cumulative increase of more than 12 percent over two years.
Accessories. Handling fees rose from 7 to 7.6 percent. An additional 2,533 ZIP codes were added to the remote delivery area surcharge tier, where the fee is $17.75. A new $25 paper document fee and a $5 paper air waybill fee were added. In total, FedEx made more than 50 pricing changes between the start of 2025 and mid-summer 2026.
The cost-per-parcel formula
Your true cost per package is the total amount you spend to get a box from your shelf to a doorstep, divided by the number of boxes:
(Base transportation + fuel + ancillary charges + peak surcharges + billing adjustments + packaging + labor + software and insurance − refunds recovered) ÷ parcels shipped
Most shippers measure only the first term. The rest is where the margin comes from.
A worked example
Consider a shipper sending 1,500 packages a month, averaging four pounds, with roughly 70 percent going to residential addresses in zones 4 through 6. These numbers are for illustrative purposes only, but the structure of the bill is typical.
| Line item | Per parcel | Share of total |
|---|---|---|
| Base rate after discount | $9.40 | 56% |
| Fuel surcharge at 30% | $2.82 | 17% |
| Residential surcharge (blended) | $0.95 | 6% |
| Delivery Area Surcharge (Blended) | $0.70 | 4% |
| Additional handling and oversize (amortized) | $0.55 | 3% |
| Peak Season Surcharge (Q4 Blended) | $0.45 | 3% |
| Charge corrections and reweighs | $0.18 | 1% |
| Packaging and void fill | $0.62 | 4% |
| Work involving picking, packing, and labeling | $1.10 | 6% |
| Software, insurance, label stock | $0.15 | 1% |
| Fewer refunds recovered | −$0.12 | −1% |
| True cost per package | $16.80 | 100% |
The quoted rate was $9.40. The actual rate is $16.80. If you base your free shipping offer on the first figure, you’re losing more than seven dollars on every order and calling it a marketing expense.
Four oven accessories that quietly cause damage
- Remote delivery area. With thousands of ZIP codes reclassified into the remote tier at $17.75, a single rural delivery can cost more than the freight. Run a report of your deliveries by ZIP code and see how many fall into the new tier.
- Additional handling. Based on length, weight, or packaging type—and increasingly on cubic volume. A box that is one inch over the threshold incurs the same surcharge as a box that is one foot over.
- Load corrections. Carriers reweigh and remeasure shipments within the network. If your dimensions are rounded down on the shipping label, the difference will be billed as an adjustment weeks later, sometimes with an audit fee added on top.
- Paper documents. The new $25 paper document fee and $5 paper air waybill fee can be completely avoided. Switching to electronic trade documents costs nothing.
How to Reduce the Cost Per Package Without Renegotiating
- Choose the right size for your boxes. Dimensional weight is calculated based on the space, not the contents. Reducing each dimension of a standard carton by one inch can move an entire SKU into a lower billable weight category.
- Set your dimensions on the label. Measure once, store the values by SKU, and reweighs will no longer appear on your invoice.
- Audit every invoice. Late deliveries, duplicate charges, residential surcharges applied to commercial addresses, and incorrect DAS tiers are all refundable, but only if you file a claim.
- Compare prices by package, not by carrier. A regional carrier can outperform a national carrier on short routes while losing badly on long ones. The decision should be made by the label, not in the annual contract.
- Go paperless. Electronic trade documents eliminate paper-related fees entirely and speed up customs clearance.
- Be aware of the minimum charge. With the minimum rate set at $12.70, any discount on a light package is capped at that minimum. Those packages often belong on a different service altogether.
Track it monthly
Cost per parcel is only useful if you track its progress. Four metrics are enough.
| Metric | What it tells you | Healthy Direction |
|---|---|---|
| Total cost per package | Your True Unit Economics | Flat or falling on heavy volume |
| Accessories as % on the invoice | How much is avoidable? | Below 25% |
| Billable-to-actual weight ratio | Packaging Efficiency | Approaching 1.0 |
| Refunds Recovered Per Month | Disciplinary Audit | Rising, then stable |
The bottom line
Parcel pricing in 2026 isn't a single rate—it's a stack. The base rate accounts for roughly half of the total, fuel makes up one-sixth, and the rest consists of a long list of surcharges that most shippers never break down. Once you know your all-in cost per parcel, free shipping thresholds, marketplace pricing, and carrier negotiations all become a matter of simple math rather than guesswork.
At ShipPayLess We help shippers break down their invoices line by line, recover what they are owed, and restructure their rate card based on the actual cost of each package. Start with a free invoice review and find out what your actual cost per package is.
All rates, surcharges, and percentages listed above are approximate as of the date of publication and may vary depending on the carrier's terms, service level, and shipping profile. Please confirm current amounts with your carrier before budgeting.
